2013년11월25일, 크리에이티브 커먼즈는 공식적으로 새로운4.0 라이선스의 출시를 발표하였다. 4.0 버전에서 발견할 수 있는 커다란 변화는 다음과 같다.
국제화
4.0 라이선스는, 국제적인 적용이 가능하도록 디자인 되었다. 크리에이티브 커먼즈는 새로운 라이선스가 국제화 될 수 있도록 많은 노력을 기울였다. 그 노력의 일환으로, 이번에 발표된4.0 라이선스는, “포트” (ported: 예를 들어, 포트가 되도록 강제하는 어떠한 특수 환경 하에 놓여 있지 않는 한, 4.0 버전이 어느 한 국가의 특정한 법률 시스템에 적합하도록 변경을 가하는 것) 되지 않도록 만들어졌다. 이와 관련해서는, 앞으로는 상응하는 경우에 따라 “여섯 개의 핵심 국제4.0 라이선스 문서” (six core international 4.0 licenses texts)들의 공식적인 번역본을 준비하는 것에 집중적인 노력이 기울여질 것이다. 모든 나라에서 힘겹고 버거운“포팅 과정” (porting process) 거치는 것이 아니라, 라이선스의 공식적인 번역본을 준비하는 것으로, 새로운 라이선스의 전세계적인 적용은 더 쉽게 이루어질 것으로 기대된다.
크리에이티브 커먼즈2.0 라이선스와 관련된 대한민국의 공식적인 포트(port)는 만들어졌었다. 하지만, 크리에이티브 커먼즈3.0 라이선스와 관련된 공식적인 포트는 만들어지지 않았었다. 가까운 시일 내에, “국제적인4.0 라이선스”의 공식적인 한국어 번역본이 만들어지기를 바란다. 이와 같은4.0 라이선스의 공식적인 한국어 번역본을 만드는 프로젝트에 관심이 있는 사람은, 다음 링크를 통해 추가적인 관련 정보를 얻을 수 있다. 관련이 있는 권리들
새로 발표된4.0 버전은, 전세계적으로 많은 나라들에서 저작권이 걸려있는 프로그램을 사용할 경우, 대부분의 경우에 사용자의 권리에 “포함된다”고(implicated) 여겨지는, 여러 가지 권리들에 대해 명백하게 밝히고 있다. 또한, 새로운 버전에서는 “독자적 데이터베이스 권한” (sui generis database rights), “도덕적 권리” (moral rights), “출판권” (publicity rights), “프라이버시권” (privacy rights), 그리고 “퍼스낼러티권” (personality rights)등이 모두 부분적으로 제한을 받는다는 것을 분명하게 밝히고 있다. 이와 같은 부분적인 제한은, “라이선스가 허용하는 범위 내에서 라이선시(licensee)가 효과적으로 자신의 권한을 행사할 수 있도록 보장을 해주는 모든 권한들과 관련해서는, 라이센서(licensor)가 자신의 권한을 부분적으로 포기하는 것”을 그 내용으로 하고 있다.
확장된 “귀속 제거 조항” (Attribution Removal Provision)
이전의 라이선스 버전들은, 라이센서(licensor) 들이 자신들과의 관계를 끊도록 요청할 수 있는 옵션을 포함하고 있었다. 이 옵션은, 변형이 가해지는 새로 만들어지는 프로그램 버전이 있을 경우, 라이센서(licensor)가 라이선시(licensee)에게“작자 귀속 정보” (author attribution information) 를 삭제해달라고 요청하는 것을 그 내용으로 한다. 새로운 라이선스는, 이와 같이 라이센서(licensor)가 작자의 귀속정보를 삭제해달라고 요청할 수 있는 옵션을, 그들의 프로그램을 축어적으로 복제한 프로그램들(verbatim copies)에도 적용할 수 있도록 그 적용 범위를 확장시키고 있다.
자동적 라이선스 복구
크리에이티브 커먼즈의 이전 버전에서는, 라이선스를 위반할 경우, 그와 관련된 권리들이 즉시 박탈되었었다. 하지만 이번에 새로 출시된4.0 라이선스는, GPLv3과 유사하게, “라이선스 자동 복구 조항” (automatic license restoration provision) 을 포함하고 있다. 이 조항은, 위반이 발견된지30일 이내에, 자신의 위반과 관련된 구제조치를 취한 라이선시(Licensee) 의 경우에는, 위반으로 인하여 박탈되었던 권리들이 자동적으로 복구되는 것을 그 내용으로 하고 있다.

On November 25th, 2013 Creative Commons officially announced its new 4.0 license suite. Some of the major changes include:
Internationalization
The 4.0 license suite is designed to function as an internationally applicable license. As part of Creative Common's efforts toward internationalization, the 4.0 license suite is not intended to be "ported", i.e. changed to accommodate a nation's particular legal system, absent compelling circumstances. Efforts will be focused on preparing officially recognized translations of each of the six core international 4.0 licenses texts in addition to the their corresponding deeds. Doing away with the onerous porting process in favor of straight forward translations is expected to ease global adoption of the new suites.
Although an official Republic of South Korea port of the Creative Commons 2.0 license suite was made, the 3.0 license suite was never ported. Hopefully official Korean translations of the international 4.0 licenses will be available shortly. Related Rights
The 4.0 licenses explicitly address a number of rights which are frequently implicated by the use of copyrighted material in many parts of the word. The new licenses make clear that sui generis database rights, moral rights, publicity rights, privacy rights, and personality rights are all waived by the licensor to the limited extent required to enable licensees to effectively exercise the rights they have been granted under the license.
Expanded Attribution Removal Provision
The previous license suite included an option for licensors to disassociate themselves by requesting that licensees remove the author attribution information from modified version of their works. The new licenses expand that option to include licensor requests concerning removal of author attribution information from verbatim copies of their works as well.
Automatic License Restoration
In previous versions of the CC suite a violation of the license resulted in an immediate termination of rights. However, similar to GPLv3, the new 4.0 license includes an automatic license restoration provision whereby licensees who remediate their violations within 30 days of discovery them have their rights restored automatically.
